Initial add of an NSIS installer script for the plugin pack. I just cheated and
ripped this off from Guifications 2.x. This needs substantial amounts of work
before it's release/distribution ready.
- At some point, the number of stored icons will become unwieldy.
- We should find a way to load the icons as scrolling happens.
