Update the website to point to keep.imfreedom.org

Remove the bugs and feedback section from irchelper/README.md as it's covered in the top level readme

Bump the versions for the next release to a new minor due to all the changes

Add Elliott to the authors and sort the list

Update the changelog

Testing Done:
Compile test for the bits that needed it..
