Remove the PidginProxyOptions widget

Remove the PidginProxyOptions widget

This was created to try and save some duplication, but then we moved everything
to list boxes and avoided a bunch of duplication.

Testing Done:
* Opened the account editor and preferences and made sure there were no issues.
* Ran `ninja pidgin-pot`.
