Add a subtitle property to PurpleNotification

Also clean up a bunch of gchar and gint stuff and removed a bunch of
unnecessary G_PARAM_CONSTRUCT's.

Testing Done:
Ran the unit tests under valgrind and verified that the notification list was still functional in Pidgin.
