Create a new standalone info pane widget

This currently doesn't support the following options:

* protocol icons
* emblems like mobile, etc
* buddy status's
* editing topics

There is also an issue where the avatar will cause it to grow larger than an
infopane without an avatar.

Testing Done:
Ran locally, verified it works are currently intended with chats, buddies, and non-buddies.

Emitted before the user is prompted for an incoming file-transfer. Plugins can intercept the signal to auto-accept/auto-reject the requests. To auto-accept the file transfer, use purple_xfer_request_accepted(). To auto-reject, set the status of the xfer to PURPLE_XFER_STATUS_CANCEL_LOCAL.
