Updates for the 2.14.14 release
Testing Done:
Ran `npm run hugo:server` and verified the download links and changelog were displayed properly.

The changes for 2.14.1 are small but important. There were some issues with the Windows installer that made it impossible to install 2.14.0 and the Mercurial revision in the About box was displaying "unknown". Sorry for the inconvenience that this may have caused!
