Update the development section
Add Birb, HASL, Ibis, Traversity, and Xeme.
Remove the link for Finch 3 and add a note why.
Remove Talkatu since it's archived.
Testing Done:
"ran" the site with `python -m http.server` and verified all of the links worked and all of the content looked correct.
