Get stuff working with gtk4 but stuff is broke in weird ways and I'm done debugging it

* Added a view menu that lets the user get to the layout manager to restore
hidden docks
* If a dock is hidden when the app is closed, it will now properly show when
the app is started again
* Bumped glib required to 2.24.0
* Bumped gtk+ requirement to 3.0.0
