Use windows subsystem for GTK viewer

This stops a console window from popping up if you run the viewer directly (from Explorer or a shortcut, etc.)

Also, modernize the `GOptionEntry` list.

Testing Done:
Compiled on Windows, and opened the viewer from Explorer.
